Law No. 61/2025, of 22 October, introduces amendments to the legal regime governing the entry, stay, departure and removal of foreigners, as provided for in Law No. 23/2007, of 4 July. The main changes is the replacement of the “job seeking visa” with the “qualified job seeking visa”, whose technical requirements will be defined by government order. In addition, Article 87-B was created, establishing rules for legal action against decisions or omissions by AIMA, IP, including criteria for assessing the timely absence of action and the impact on personal rights, freedoms and guarantees.
