Decree-Law No. 177/2026 of 4 September introduces a comprehensive revision of the Public Procurement Code, with the aim of simplifying and streamlining public procurement procedures. The main amendments include the elimination of certain documentary requirements, revised rules on the calculation of the estimated contract value, and increased thresholds for the use of prior consultation and direct award procedures. The decree-law also introduces rules governing the use of digital systems, including artificial intelligence solutions, in public procurement, as well as new possibilities for procurement aimed at promoting innovation.
